One of the wonderful things about Web 2.0 technologies is that they do not cost much to use. Here are examples of two relatively small American cities, which use Twitter:
Naperville is an affluent and somewhat high-tech suburb of Chicago with a great reputation, so their use of Web 2.0 is not all that surprising. On the other hand, Killeen is almost the opposite of Naperville. It's in the center of Texas and most noted for the large Army base that is nearby.
So, it would seem that these technologies can be used by a variety of communities.
