  I would possibly add something along the same lines regarding digital inclusion (or indeed exclusion).  Not only would we see tribal voting, but a huge skew in favour of internet voting.  I don't have the full background, so not sure what the publicity behind this has been.  By this I wonder how much non-internet publicity there has been.  For those people who don't have access to an internet connection, or lack the skills to get online, there are two choices.  P...
