  I think this way of doing may prevent lots of public policies unwanted effects. Those usually happen because there is no way to take all the advice from all the stakeholders (some of them the government does not even know) BEFORE the policy comes into effect. So policies can get even more efficient if we can anticipate their side effects by creating a community of "lawmakers" among the public.
