    This is a very interesting piece. It does, of course, raise more questions about how we should engage with citizens and design our services.     I'm going to applaud - hooray :-) - and I'm going to question a couple of things - boo :-( - Anything that improves the state of Local Authority websites is a good thing. In an attempt to meet all of the rules and tick all of the boxes they've become terrible places to which hardly anybody but the most determined goes. Customisation is great!     Does Facebook empower or does it just connect? Is the sense of a connected community of interest creating a comfort zone or is it seen as an empowering force. I suspect the former which is why the wrinkies revenge piece is taking over from the young. I'm not sure I class as a wrinkly yet. I suspect that jgilliam may have a point about graduates and I have no doubt that they will return in time but they don't need that particular community at the moment.
