Comment on Public Purpose/Facilitative Overlap by Paul

I wonder whether the fourth principle and the seventh don't overlap rather - if we really do move towards a world where there is a flourishing public purpose section won't this be because the government has embraced a facilitative role and recognised that what it should be doing is encouraging public value creation by as wide a range of players as possible?
